01Is RR a surveillance platform?
No. RR is intended to support responsible reporting of emergencies, hazards and urgent public needs. It should not be used for continuous citizen tracking, political monitoring or public accusations.
02Does RR place government IDs on a blockchain?
No. Government identification and sensitive personal information should remain off-chain. Blockchain may be used only for limited proofs, credential status and tamper-evident audit records.
03Can reports be anonymous?
RR is intended to support protected or pseudonymous participation. A participant may be verified by the system without their legal identity being visible to the public.
04Can the government see everyone’s identity?
No individual official should have unrestricted identity access. Any exceptional identity disclosure should require lawful authorization, limited access, oversight and audit logging.
05Will citizens be paid to report criminals?
RR should not reward accusations against individuals. Any incentive model should reward verified public-service contributions such as confirmed hazards, emergency assistance or useful community information.
06Can a report automatically cause an arrest?
No. A RR report should be treated as information requiring appropriate review. It should not automatically establish guilt or replace lawful investigation and due process.
07Is RR already operating?
No. RR is currently in the concept and pilot-design stage.
08Who can become a partner?
Potential partners include public institutions, emergency responders, civil-society organizations, researchers, funders, community organizations and responsible technology providers.
09What would the first pilot focus on?
The recommended first pilot would focus on road hazards, accidents, fires, flooding, damaged infrastructure, utility failures and other public-interest incidents.
