Why this policy exists before the platform does

RR publishes its responsible-use commitments at the concept stage deliberately: partners, funders and communities should be able to hold the project to these commitments from the beginning.

This website, today

• The public website is informational only.
• It does not accept operational incident reports.
• It must not be used to accuse, identify or gather information about any person.
• Users must not submit sensitive personal information through general contact forms.

Any future RR platform

Any operational RR system must be designed and governed so that it:

• Supports reporting of emergencies, hazards and urgent public needs — not surveillance of people.
• Never encourages participants to confront suspects, enter dangerous areas or take risks.
• Never rewards accusations against individuals; incentives attach only to verified public-service contributions.
• Requires trained human review for high-risk reports; algorithms alone must not drive enforcement or emergency decisions.
• Protects reporter identity through masked identifiers and selective disclosure.
• Keeps government identification and sensitive personal data off-chain.
• Provides corrections, appeals and independent oversight with real authority.
• Is never used for political monitoring, targeting journalists or activists, facial-recognition dragnets, location tracking or vigilantism.
