Pilot community
A municipality, county or district willing to co-design a limited, well-governed pilot.
Emergency-response institution
An agency or responder organization to receive and act on validated pilot reports.
Civil-society oversight partner
An independent organization to help govern safeguards, rights protection and accountability.
Research and evaluation partner
A university or research institution to evaluate outcomes, risks and unintended harms.
Identity and privacy technology partner
Experts in verifiable credentials, selective disclosure and privacy engineering.
Grant or philanthropic funder
Early funding to move RR from concept to an evidence-based, independently evaluated pilot.
